It was established in 1958 near the "Ismayilli" building. Sculptor - J.Garyag, Architect - G.Alizade, A. Ismailov. This 9-meter monument was made of bronze, black granite and marble. At the site of the monument, there once stood a monument of Sabir full-length, made in 1923. In connection with the extension of the garden, it was decided to replace the monument. After the monument was replaced, among the people there was a joke that Sabir "was seated". Sabir - an alias of Mirza Alakbar Tagirzade (30.5.1862-12.7.1911), a prominent Azerbaijani poet, satirist and public figure. Mirza Alakbar born in the family of a merchant. Primary education he received in a religious school. There, since 8 years. He began to write poetry. His father wanted to see him as a religious figure or a merchant, but seeing categorical son, he did not interfere with his poetic activity. At one time, Sabir lived in Central Asia, where he met the progressive people of that era. Since 1903, he begins to actively publishe in various newspapers. Friendship with M.Dzhalilkulizade led Sabir to cooperation with the literary and satirical magazine "Molla Nasreddin" in 1906-1911 years. In his satirical verse he ridiculed the religious fanaticism and superstition. In 1908 Sabir was given permission to literary activities and opened the "Umid" school in Shamakhi. But under the influence of assaults, he had to close it down and move to Baku in 1910. Here he worked as a teacher at a school in Balakhani and proofreader in the newspaper. Throughout his life, Sabir lived in poverty and died in 1911 from liver disease. He was buried in Shamakhi. Sabir is considered the founder of Azerbaijani satirical poetry.
