Mosque have been built from shaved slab-stones in the center of the Mardakan settlement in 1893. The area of its yard is 135 sqm, while interior area amounts 144 sqm. Inside walls have been plastered with a solution made from cement and sand. Cupola stands on four pillars. The height from the ground till the cupola is 25 m. Diameter of the cupola is 3 m. Pillars join with the arch. The roof has been covered with asphalt. Floor has been developed by stone panels. Stone panels have been laid out in the yard as well. There are also secondary rooms and other constructions in the yard. Pulpit was made in 1993. Heydar Mosque was closed and given to the kolkhoz in 1937. So, the building was used as a kolkhoz storehouse and as a gas office later. Mosque was reopened with the initiative of the villagers in 1991. Being in a ruined situation, the mosque was reconstructed. Mosque was built by Heydar who was from Mardakan by origin and owned fisheries. It is said that he has also build a mosque in Neftchala.
