The idea of creating the "Eternal Flame" memorial complex firstly was put forward in 1994. While evaluating this tragedy in the Azerbaijani Parliament, on the initiative of Heydar Aliyev, it was decided to create a monument to perpetuate the memory of the martyrs. Heydar Aliyev personally keeps this issue in the spotlight, giving the related Commission instructions and recommendations. A year later, during the exhibition on the fifth anniversary of the tragedy, two projects are submitted to the President. Heydar Aliyev had a look at the model prepared by sculptor Omar Eldarov at his workshop as well. Since the presented projects illustrated the tragedy alone, President Heydar Aliyev instructs to design several other projects. As we know, those years, the country"s economy was in a serious condition. Therefore, at that stage, Heydar Aliyev states that making a hugely expensive monument is not a possibility. On the other hand, he instructs the architects and sculptors to create a monument which is not great only in size but more valuably impressive in terms of the content, effect, and the level. President recommends depicting the tragedy, heroism, at the same time the aggression through one single monument.Later, the projects are developed and the project developed by the design company run by honored architect Elbay Qasimzade wins the competition. On August 5, 1998, President Heydar Aliyev issues an Order about raising "Eternal Flame" monument in the Alley of Martyrs in Baku. The order entails provision of construction of "Eternal Flame" memorial complex by Baku City Executive Power and an offer to be made by the Cabinet of Ministers for allocating funds in amount of 2 billion AZN. Thus, the construction of a memorial complex embarks on.The "Eternal Flame" monument was inaugurated on October 9, 1998. The memorial complex which is at the Alley of Martyrs is composed of a tomb standing on an 8-pointed star crown of gold-framed glass dome. Elegant network decorating the walls of the tomb gives certain gentleness and air of transparency to the monument. Golden dome shining in nocturnal sky embodies the spirit of martyrs who have sacrificed their lives for the independence of Azerbaijan.In 2007, by President Ilham Aliyev’s Decree, during the reconstruction of Martyrs Alley the columns of "Eternal Flame" were increased in height and the pores of octangular star and eight-pointed mirror were made of gold.
