The region was founded in 1931. Since 1959, the region has been called as Sabirabad in accordance to Azerbaijani great poet Mirza Aekber Sabir. Its total area is 1469.6 km². The number of villages is 74. Sabirabad area is rich in ancient and mediaeval settlements and monuments. As a result of archeological excavation, it is possible to belong the ancient settlements and necropolises in Surra, Javad, Abdulyan, Garatapa, Garagashli, Bulagli, Zangana and Galagayin villages to V-I, V-II B.C., B.C I and III centuries. Javad mediaeval settlement can be belonged to IX-XV centuries, however the materials found in Shahargah area prove that this strata belongs to XI-XII centuries. The largest village of the region Javad has been a historical city and its name has been met since XVI century.
