The weather forecast for December 4 in Azerbaijan has been announced.
Report informs citing the Ministry of Ecology and Natural Resources that the weather in Baku and Absheron peninsula will be changeable cloudy, occasionally gloomy and mainly rainless. Light fog will be observed in some places at night and in the morning. South-west wind will become strong north-west wind. The temperature will be +5+8 C at night, +10+13 C in the daytime, in Baku +5+7 C at night and +11+13 C in the daytime. Atmospheric pressure will rise from the 760 to 765 mm mercury column.
Relative humidity will be 70-80% at night and 50-55% in the daytime.
The weather in Azerbaijan's regions will be mainly dry. However, in the evening, it is expected to be rainy in some places. Snow is predicted in mountainous and foothill areas. It will be foggy in some places and western wind will occasionally intensify in some places.
The temperature will be +2+6 C at night, +10+15 C in the daytime, in the mountains 0-5 degrees of frost at night, +5+10 C in the afternoon.
According to the medical-meteorological forecast, occasionally intensifying south-west wind in the Absheron peninsula is expected to become north-west in the evening, which may cause anxiety for some meteorologically sensitive people.
Foreign Ministers of Azerbaijan and Russia Elmar Mammadyarov and Sergei Lavrov are holding a meeting in Baku.
Report informs that the sides held a one-on-one meeting during which they discussed issues of bilateral cooperation.
In addition, the Foreign Ministers touched upon the resolution of the Nagorno-Karabakh conflict.

Azerbaijan Airlines (AZAL) is planning to buy more than 20 Boeing and Airbus aircrafts in the future, Report informs, citing AZAL’s press service.
Agreement has already been signed with Boeing Corporation for the purchase of two Boeing 777 planes. These liners will be new in the AZAL’s fleet. The new planes are expected to be used in 2021-2022 for long-distance flights.
"We are planning to develop our relationship with Boeing corporation and are considering the purchase of 8 Boeing 787 Dreamliner and 3 Boeing 777 planes. These planes will allow us to carry out our long-distance flights," AZAL President Jahangir Askerov said.
The issues regarding the purchase of abovementioned planes will be discussed with Boeing President as part of Askerov's visit to Seattle.
Moreover, AZAL is negotiating with Airbus to buy 10 new-generation Airbus A320Neo planes.
According to the approved decree №755 of President of the Republic of Azerbaijan dated 17 August 2002, prior to 3 December 2019, the Armed Forces Relief Fund's AZN account amounted to 105,197,683.52 Manats, dollar account amounted to 213,577.88 USD, the euro account amounted to 17,566 Euros and the ruble account amounted to 5000.0 rubles, Report informs, citing the press service of the Defense Ministry.
President of Azerbaijan Ilham Aliyev has issued an order on the appointment of Azneft PU Director General Dashgin Iskenderov as SOCAR Vice President for Oil and Gas Transportation and Gas Facilities, Report informs.
"On behalf of the staff, we express our gratitude to the President for this great confidence and wish Dashgin Iskenderov great success in his new position," Azneft PU said in a statement.
"By the end of this year the World Health Organization (WHO) is expected to approve new guidelines on treatment of HIV. If these guidelines are approved by the end of this year, new treatment protocols will be developed by the Health Ministry jointly with the AIDS center beginning next year," Javahir Suleymanova, Expert on Infectious Diseases at WHO's Azerbaijan office, said.
According to Report, like in the European continent, there are fewer cases of HIV infection among women than among men: "AIDS is declining in the west, but stabilization is obversed in the east. Late diagnostics of HIV remain a problem. We are unable to reach the 90-90-90 goal specified for 2020. In line with this goal, involvement of HIV-infected people to treatment, was to reach 90%, diagnosing to 90%, and decline in the level of the virus among people to 90%." The expert noted that the decline in the virus burden currently reaches 73%: "We should work together to reach the same goals in Azerbaijan."

The Asian Development Bank (ADB) announced on Monday that its Board of Governors has "unanimously elected" Masatsugu Asakawa as ADB president, Report informs citing Xinhua.
Asakawa, 61, currently special advisor to Japan's prime minister and minister of finance, will assume office as ADB's 10th president on Jan. 17, 2020.
"Asakawa's extensive and diverse experience in international finance and development will serve ADB well in pursuing its vision of a prosperous, inclusive, resilient, and sustainable Asia and the Pacific," said Deputy Prime Minister and Minister of Economy and Finance of South Korea and Chair of the ADB Board of Governors Hong Nam-Ki, adding that "the ADB Board of Governors looks forward to working with Asakawa."
He will succeed Takehiko Nakao, who will leave office on Jan. 16, 2020. Asakawa will finish the unexpired term of Nakao, which ends on Nov. 23, 2021.

Speaking at the event, Emin Huseynov noted that for the economic development of a country, three important factors are necessary: power, inclusiveness, stability, and that it is very important to maintain an optimal balance between them.
Then, using the example of Azerbaijan, he explained how these three factors have influenced the country's economic development from 1995 to 2019: 1995-2004 – the period of revival and stability, 2005-2014 – the period of oil boom, and 2014-2019 – the post-oil period.
“And what period will come after the post-oil period? To answer this question it is necessary to answer the following questions: How do we go into the future? Which direction should we go now? What are our goals? What are our strategic plans? Will we be able to identify risks and problems awaiting us along the way? What else can we do to achieve the goal?” Emin Huseynov said.
During the master class, intense discussions were held around these questions. Then, Emin Huseynov answered MBA students’ questions and thanked BHOS Rector Elmar Gasimov for the support in organizing the master class.

Opening ceremony of Trans Anatolian Natural Gas Pipeline (TANAP)-Europe connection has kicked off in Ipsala settlement, Edirne province, Turkey on November 30.
